This is cutwork and, from the design, I would guess it to be Arts-and-Crafts-inspired, so maybe from the 1920s or 30s? I love the two-tone use of thread to give more interest and complexity to the design. What a find!

It is cutwork and uses button hole stitch. It looks like it could be depicting the oracle at Delphi in Greece
